INDUSTRY4WRD: THE NATIONAL POLICY ON INDUSTRY 4.0 SHAPING THE FUTURE OF INDUSTRY 马来西亚国家工业4.0计划:塑造行业未来
马来西亚首相马哈蒂尔基于政府和社会资本合作(Public-Private Partnership)模式的考虑, 于2018年10月31日启动了《马来西亚国家工业4.0政策》,简称“工业4.0(Industry4WRD)”。该计划是马来西亚政府对制造业及其相关服务业企业的数字化转型的号召,旨在促进企业在人力、流程、技术等各个领域能取得更系统全面的发展,并在工业4.0的推动下变得更智慧、更强大。
The Prime Minister of Malaysia, Tun Dr. Mahathir Mohamad launched the 《Malaysia National Policy on Industry 4.0》, known as Industry4WRD on 31 October 2018 in the spirit of public-private partnership. Industry4WRD is Malaysia’s response to call for digital transformation of the manufacturing sector and its related services by facilitating companies to embrace Industry 4.0 in a systematic and comprehensive manner, and be smarter and stronger driven by people, process and technology.
该计划的侧重方向,包括制造业三大催化行业-电子电气(工业电子、消费电子等)、机械设备(专业设备加工、发电设备等)、化工(石化产品、橡塑产品等),以及两个重点增长领域-航空航天(系统集成、工程设计等)和医疗设备(智能穿戴、医疗设施等)。在服务业方面,重点将集中在首要枢纽、物流、围绕电子商务的生态系统、绿色科技和可再生能源以及废物管理等领域。
Primary focus of Industry4WRD covers three catalytic sectors and two high growth potential sectors identified, namely Electrical & Electronics (industrial electronics, consumer electronics, etc.), Machinery & Equipment (professional equipment processing, power generation equipment, etc.), Chemicals (petrochemical products, rubber and plastic products, etc.), Aerospace (system integration, engineering design, etc.) and Medical Devices (smart wear, medical facilities, etc.). Under the service sector, the focus will be on Principal Hub, logistics, e-commerce ecosystems, green technologies and renewable energy, and waste management etc.
政府给予“工业4.0”企业的优惠政策,主要包括:
- 新兴工业地位(PS):最长达10年的企业所得税减免,最高可减免100%;或者
- 投资税赋减免(ITA):企业合格资本支出可享有5年100%的抵扣。该抵扣可全额抵消企业每课税年度的法定收入。
The Government's preferential policies and incentives related to “Industry 4.0” include:
- Pioneer Status (PS) with tax exemption of up to 100% of statutory income for a period of up to 10 years; OR
- Investment Tax Allowance (ITA) of up to 100% on qualifying capital expenditure incurred within a period of 5 years. This allowance can be offset against up to 100% of the statutory income for each year of assessment.
政府为此制定了四个具体目标:
- 将制造业的人均生产力水平从106,647马币提高30%;
- 将制造业对经济的绝对贡献从2,540亿马币提高到3,920亿马币;
- 加强企业创新能力和实力,力争将马来西亚的全球创新指数排名从第35位提高到前30名;
- 将制造业的高技能工人比例从18%增加到35%。
To support the national vision, four specific goals have been established:
- To increase the level of productivity in the manufacturing industry per person from RM106,647 by 30%;
- To elevate the absolute contribution of the manufacturing sector to the economy from RM254 billion to RM392 billion;
- To strengthen our innovation capacity and capability as reflected by improvement in Global Innovation Index ranking from 35th to top 30; and
- To increase the number of high-skilled workers in the manufacturing sector from 18% to 35%.
马来西亚政府还制定了“工业4.0(Industry4WRD)预估审核方案”,通过经验丰富的评估人员的指导,评估企业的生产线能力、目前存在的差距、以及如何通过有针对性的方式符合和进入“工业4.0”计划。
The Government has also developed the Industry4WRD Readiness Assessment Programme that will enable businesses to assess where they are, what are the current gaps existing in their manufacturing line and how can they move into Industry 4.0 through targeted intervention of experienced assessors.
随着“工业4.0(Industry4WRD)”的引入,马来西亚政府认为本国行业将继续领先,并在面对第四次工业革命带来的挑战上,持续保持竞争力。企业参与“工业4.0”并积极融入,将推动马来西亚工业向前发展,并使马来西亚在未来几年成为高科技、创新和高附加值产业的一个有吸引力的前景。
With the introduction of Industry4WRD, the Government believes that the Industry will remain ahead and competitive in facing the challenges brought by the Fourth Industrial Revolution. Agility to adapt to the inevitability of Industry 4.0 will drive Malaysia’s industry forward and make Malaysia an attractive prospect for high-technology, innovative and high value-added industries in years to come.
