Housewife Social Security Scheme to be implemented from 1st December 2022

The Social Security Organisation (Socso) will implement the Housewife Social Security Scheme (SKSSR) starting from 1st December.

社会保障组织（Socso）将从12 月 1 日开始实施家庭主妇社会保障计划（SKSSR）。

Socso said in a statement on 30th November that the SKSSR would provide protection for housewives against domestic accidents and invalidity while managing the household, in addition to recognising their involvement in the "care economy" and development of the family institution.

Socso 在11 月 30 日的一份声明中表示，SKSSR 将在管理家庭时为家庭主妇提供保护，使其免受家庭事故和残疾的影响，此外还承认她们参与了“护理经济”和家庭机构的发展。

According to Socso, the implementation of the SKSSR, which is provided under the Housewives' Social Security Act 2022 (Act 838), makes Malaysia among four countries in the world to provide social security protection, specifically for women.

据 Socso 称，根据 2022 年家庭主妇社会保障法（第 838 号法案）实施的 SKSSR 使马来西亚成为世界上四个提供社会保障保护的国家之一，特别是针对女性。

Socso chief executive Datuk Seri Dr Mohammed Azman Aziz Mohammed said the scope of "housewife" under the Act is broad as it is open to women either married or not and managing a household full-time or not, including wives, divorcees or widows, single mothers or single women with career or full-time housewives.

"Eligible housewives only need to pay a contribution of RM120 per year in advance to receive 12 consecutive months of coverage as well as ensure they meet the eligibility requirements to receive benefits," he said.

“符合条件的家庭主妇只需每年提前支付 120 令吉的供款，即可获得连续 12 个月的保险，并确保她们符合领取福利的资格要求，”他说。

To register and contribute under SKSSR, housewives must be Malaysian citizens or permanent residents aged below 55.

要在 SKSSR 下注册和供款，家庭主妇必须是马来西亚公民或 55 岁以下的永久居民。

Mohammed Azman said the contributions are voluntary but husbands are encouraged to contribute on behalf of their wives, while third parties including family members and non-governmental organisations can pay contributions for the housewives.

Socso also said that household management activities are not limited to the daily routines at home, they also include other household matters such as taking care of children or elderly parents, dropping off and picking up children from school, and taking parents to the doctors.

Socso还表示，家务管理活动不仅限于家中的日常事务，还包括其他家务，例如照顾孩子或年迈的父母、接送孩子上学，以及带父母去看医生。

The SKSSR provides protection against domestic injury and invalidity for contributing housewives.

SKSSR 为有贡献的家庭主妇提供家庭伤害和残疾保护。

The domestic injury benefits include medical and permanent disablement benefits, facilities for physical or vocational rehabilitation and dialysis, funeral benefits and survivors' pension.

家庭伤害津贴包括医疗和永久残疾津贴、身体或职业康复和透析设施、丧葬津贴和遗属抚恤金。

The protection against invalidity, meanwhile, provides benefits like constant-attendance allowance, facilities for physical or vocational rehabilitation and dialysis, funeral benefits and survivors' pension.

同时，针对残疾的保护提供了长期出勤津贴、身体或职业康复和透析设施、丧葬津贴和遗属抚恤金等福利。
