EMCO in major Selangor sub-districts, several KL localities from July 3

KUALA LUMPUR: A two-week Enhanced Movement Control Order (EMCO) will be enforced in Selangor's major sub-districts and several Kuala Lumpur localities from July 3.

Senior Minister (Security Cluster) Datuk Seri Ismail Sabri Yaakob said with the implementation of the EMCO, all routes in the areas would be closed and monitored by the police.

"Residents in the affected areas are not allowed to leave their homes, except one person from each household, to buy necessities within a 10km radius of the residence," he said in a statement today.

In the Petaling district, the affected areas are Petaling, Damansara, Sg Buloh and Bukit Raja.

Hulu Langat: Hulu Langat, Ampang, Cheras, Kajang, Semenyih, Beranang

Sepang: Dengkil, Labu, Sepang.

Gombak: Batu, Rawang, Setapak, Hulu Kelang, Kuang.

Kuala Langat: Tanjung 12 (1), Tanjung 12 (2), Teluk Panglima Garang, Morib, Bandar, Jugra, Batu.

Kuala Lumpur: PPR Sri Semarak, PPR Batu Muda, Flat Seksyen 1 and 2 Wangsa Maju, Kampung Padang Balang, Taman Koperasi Polis (Phases 1 and 2), Flat Sri Sabah, Kampung Puah, PPR Kg Baru Air Panas, Flat Desa Pandan (including Baiduri and Delima), Kg Batu Muda, PPR Kerinchi, Bandar Baru Sentul, Taman Ikan Emas.

Ismail Sabri said the Health Ministry will conduct targeted Covid-19 screening on residents in these areas.

He said movement in and out of the areas, as well as operations are only restricted to essential services from 8am to 8pm, as well for vaccination purposes.

Meanwhile, only factories producing food and daily essentials like rice, bread, sugar, cooking oil, flour, fresh milk, medicines and face masks are allowed to operate.

He also reminded employers to adhere to the EMCO and allow their staff living in the affected localities to work from home.

Ismail Sabri earlier said the National Security Council (NSC) had discussed several actions to be taken on Selangor and Kuala Lumpur as they had recorded 2,885 and 988 Covid-19 cases, respectively today, the highest among the states.

He said the authorities had been conducting daily checks on SOP compliance, with action taken against who did not abide by the set rules.

Selangor has consistently reported triple-digit Covid-19 infections in the past months, making up the majority of daily cases in the country.

Selangor Menteri Besar Datuk Seri Amirudin Shari yesterday said 91 per cent of clusters in Selangor were related to workplaces, of which 80 per cent came from factories, while 11 per cent were linked to construction sites.

Ismail Sabri said Selangor reported an average daily Covid-19 cases between 1,800 and 1,900, while Kuala Lumpur registered between 600 and 1,000 daily cases.

"All Selangor districts and Kuala Lumpur reported Covid-19 incidents beyond 12.1 cases for every 100,000 residents.

"The infectivity rate projection (R-naught) from the data is around 1.0 and showed no sign of going down."

He also raised concern over the high number of cases, taking into consideration the density of the population and three fast-spreading variants of concern (VOC) Beta B.1.351 (from South Africa), Delta B.1.617.2 (India) and Alpha B.1.1.7 (United Kingdom).

Ismail Sabri said no movement outside residential schemes is allowed after 8pm, except in emergency cases or with police permission.

He said public transport services, including e-hailing, are allowed to operate at 50 per cent capacity, while airports and ports are allowed to operate as usual.

The number of people in taxi and e-hailing cars are limited to two people including the driver, he said.

Essential services like utilities, cleaning and sewage are allowed to operate between 8am and 8pm, with approval letter previously issued by the International Trade and Industry Ministry (Miti) required for permitted travels.

Other premises allowed to operate from 8am to 8pm are eateries and stalls (for delivery and drive-thru), grocery shops, convenient stores, pharmacies, veterinary clinic and pet food shops.

Meanwhile, hospitals, clinics and medical laboratories are allowed to operate for 24 hours or as stipulated in their licenses.
